AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
